ctbrownfields: Connecticut Brownfield Revolving Loan Fund

CT Brownfield Revolving Loan Fund (CBRLF)
 

Purpose: to encourage redevelopment of properties that have been contaminated with hazardous waste or petroleum

Source of Funds: U.S. Environmental Protection Agency (EPA)

 

Use of Funds: environmental cleanup of non-residential properties

 

Eligibility:

 

     Communities:  statewide with priority to distressed municipalities

 

      Applicants:

  • non-profit organizations, municipalities or for-profit businesses
  • applicants or owners must not be the responsible party of the contamination
      Property:
  • must have been purchased after 9/11/02
  • Environmental Site Assessment studies are available and recent and include a remediation estimate provided by a CT Licensed Environmental Professional (LEP)
Financial:   
  • owner or project income must support loan repayment
  • grants are provided to non-profits and municipalities only for the purpose of land preservation, open space or for a community use
  • applicant must contribute at least 20% toward the project
  • collateral is required
  • loans require repayment within (7) years with terms to fit the project
     Other Requirements:
  • enrollment in the CT DEP Voluntary Remediation program
  • an EPA Quality Assurance Project Plan
