CT EPA Assessment Program
Purpose: to fully qualify the environmental condition of a site so that remediation and redevelopment can occur.
Source of Funds: U.S. Environmental Protection Agency (EPA) Use of Funds: environmental assessment activities (Phase II, III) and preparation of a work plan for an eligible site. Eligibility: Applicants:
- Statewide to municipalities, regional planning commissions and non-profits who partner with a municipality
- the applicant cannot be potentially liable for the contamination or affiliated with any other party that is potentially liable
Property:

Property is underutilized or abandoned

There is real or perceived contamination by hazardous substances or petroleum products associated with prior use of the property

Redevelopment of the property is economically viable

Property is not listed on the National Priorities List

Property is not subject to any Federal or State enforcement orders

Property is not under the jurisdiction, custody, or control of the U.S. Government

No viable responsible party who can address the contamination has been identified

All appropriate inquiry (or the equivalent federal environmental due diligence standard) was conducted prior to acquisition of the property
